IHS partial refund inquiry

Dear Forum,

I made a 5-year Tier-2 skilled worker visa application a few years ago and paid 1,000 pounds Immigration health surcharge fee (IHS) on the same day (200 pounds x 5 years). However, at that time, my Tier-4 Student visa still had about 17 months left, so would I be entitled to a partial refund of this IHS payment? I have checked my bank statements during those years but could not find any automatic partial refund from UKVI on this particular IHS payment.

Similarly, my partner and my child each paid 1,000 pounds IHS fee (200 pounds x 5 years) for their Tier-2 dependent visa applications a few weeks after me. At that time, both of them had Tier-4 dependent visas, which still had about 15 months left, therefore, would my partner and my child also be entitled to partial IHS refunds? Again we never received any refunds from UKVI on these payments made.

If we are all entitled to partial IHS refunds, what should we do? How could we contact UKVI regarding this matter please? We prefer email UKVI as calling them seems to be expensive.
