ISD will ask her to get a birth cert issued by a notary public in China, to get what is called a notarial birth cert. She should use as much supporting documentary evidence as she can to get as much information as possible included on this birth cert (as that will make naturalisation and passport application much easier for her). ISD recognises that China only started issuing birth certs in the last couple of decades so they are used to accepting notarial birth certs from Chinese nationals. Indian embassy in Dublin issue Birth Certificate based on your original Passport. this is accepted by ISD.
