Apply for Evisa with BRP expired more than 18mnths

Just helping an older person who has been in the UK many decades(legally)
I read on HO site that you can use expired BRP up to 18months to set up Evisa account

The BRP (with ILR)expired 2 years ago, what would be the process now?

Thank You, i went through all the info but cannot see how long this would take it does say its free.

But somewhere (i can't remember where) i also read you can pay to get a decision in 24hrs, is that true? if so what is the cost.
