Indian Passport renewal and visa extension

I am an Indian national residing currently in UK as PBS dependent & my Indian passport currently got 8 blank pages(i.e. 16 sides) left & due for expiration in approx. 14 months. I am about to apply for a new visa soon, hence wondering if I can apply for a new re-issue of passport on category of “exhaust of pages” or do I have to wait for another 2 months to be eligible for apply in “due for expiration within a year” category. Is there any min nos of leftover pages gets factored in to be eligible under the category of “exhaust of pages”? What else I can do..
