Did you tell them that he was in the UK on a visitor visa?
Sometimes people working in hospitals give very wrong information even they clearly know the patients are just visitors. Yes, because they are doctors/nurses/hospital admin, not immigration officers. They are not expected to know and I suspect neither do they think it is their role to deal with immigration matters.
Well said. Would you still go ahead and pay when they clearly told you that you don't have to pay? I am a taxpayer and did not have firsthand information at hand, not until I discussed this with my family and friends. Take your hanger elsewhere, my friend. Hospital stay and care and operations will almost certainly be chargeable for your father, at 150% of cost, no matter what his age.
And unpaid bills over £500 have to be notified by the NHS trust to the Home Office and can be grounds for refusal of future visas.
Check with the NHS trust that manages the hospital about any outstanding bills for your father and settle them.
