Once someone has pre-settled, they will switch to Settled eventually, unless they didn't break continuous residence + if they meet some other criterias in some specific cases (i.e Lounes case or those holding pre-settled status who are dependent on someone who died or divorced with them).
EU settlement scheme is very relaxed compared to the British immigration visa system. If your adult children were on non-EU route, they would have hard times now
