I entered the UK during September 2019 with a tier 4 student visa. I went to India during covid times and returned in July 2020. I had applied for tier 2 visa in October 2020 and got it issued on the 17th November 2020.

I will be now applying for ILR as my qualifying period from 17th November 2020 - 28 is around now.

For the ILR application, what date do I put.

I'm confused since it says this should be based on the application you are making.

Answers on the form do not change your qualifying period calculations. Your ILR qualifying period is calculated strictly according to the immigration rules, not what you say on the form. So while the answer to that question could guide the caseworker in the right direction, it is NOT used to calculate your qualifying period for ILR at all :!:
