Visitor in transit

My son will be travelling to Brussels via London from Bogota (switching airports).

He is Colombian and Colombians have visa-free access to the Schengen area.

So is it right that he doesn't need an EU visa in order to get the visitor in transit UK visa?
(as part of the evidence)
Does he need to demonstrate that Colombians can enter EU without visa?

Is this visa pretty straightforward?
