Based on SAR it would seem that they judge this on application date. However, as this now puts me at six months, I have not received any communication to say that my application cannot be processed in the average time frame...
FWIW, email also states that they intend to decide cases six months from application date (not biometrics), so indeed I am now at 28 weeks.
I have today, 5 August 2025 at 7:45am received an email from Home Office Atlas subject 'Application Update' which is the automated email to say the application cannot be processed in six months (I am at nearly 9 months). Clearly some issues in the system, enquiries to commence again.
