MN1 referee options

Hi everyone,
We are applying for British citizenship for my daughter who is 11 years old (mn1).
We have 2 CAs who know her closely willing to act as referees and willing to provide their passport numbers.
We also have her head teacher from her school willing to sign the forms but not willing to share passport number due to privacy concerns.
Should we go ahead with 2 chartered accountants as referees with a letter of attendance from school or should we put one CA with passport number and the head teacher without passport number with a cover letter explaining privacy concerns?
