Withdrawing GTV endorsement application and refund

Hi All,

I have made an application for endorsement (Stage 1) but my HR has informed me that the application has been refused and that RaEng has advised that i withdraw my application to qualify for a refund.

However, I can't find any link on my dashboard for withdrawal, and the link i was sent is for withdrawal of the visa. My question is that will i get a refund if i cancel my application?
The UKVI states that a refund is impossible if my application has been sent to the endorsing body but the academy is saying that i can get a refund if I am yet to receive a decision email from UKVI.

Kindly advise on the way forward. I want to know if i can get a refund if i cancel my application.
