UK Immigration rules - heard to be changed..pls comment

I read that the UK HSMP Tier1 rules and getting Res. Permit after 5 years rule are getting changed.

i.e. UK gov is planning not to entertain skills from outside country, rather to help 37K job seekers in UK itself.

also, it might take 10 years to get the UK res. permit whether it is 5 years as of now!!

Is this true?
