Query On Police Report, Visa From Date of Medical

Received a reply 30/12/08 requesting for the following
1) Right of Permanent Resident Fee (RPRF)
2) Medical Exam
3) Police Report from IRELAND
I am required to submit these details within 90 days.
The medical was done in the UK 05/01/09.

1) I am trying to get the Police report from Ireland but have been told it takes 8WKS. I just called the Irish for the police report after 3WKS they say the person handling it is off sick. I am concerned that it may not just come before the 90 days.

As the medical is already done, can I just submit the application fee of $490.00 and when I get the police report I forward it to the Canadian embassy.

2) Also is it true that the visa starts from the time you do the medical.
