Statutory right to appeal

Hello,

I was just wondering what does statutory right to appeal mean? I have applied for extension of HSMP under Tier1 (general) and the guidance notes say that if the application is rejected then I can launch an appeal if I have 'statutory right to appeal'. One cannot apply for administrative review for an extension application.

Any idea what this means?
