Who has the authority to revoke a settlement visa?

Who has the authority to revoke a settlement visa?

Hi,
Does anyone know if an ECO has the authority to cancell a settlement visa which has already been issued by another ECO? The visa was already in the passport and it was cancelled the day before travelling to the UK, without even asking questions.
We have appealed and I spoke to someone in the Border Agency about it, they said they couldn't understand why it was cancelled and that the ECO was not authorised to do that. It would be good if I could have that confirmed and if someone could give me a link to the regulation which refers to that.

An ECO can revoke a visa that has not yet been presented for a variety of reasons. Cancellation of a visa is something that would be done by an immigration officer on arrival but I have seen a few cancelled by the ECO where they've made a mistake and then issued another straight away.
