Question D29 of PSW form

Is there anyone whom is in similar sitaution like my friend? Please advice.

My friend is on student visa. Her visa expired in Nov 2008. She applied for extension before her visa expired. the application is still with HO.In the meantime she has received the result and she wants to apply for PSW.

It is not clear from Q.D29 (PSW) and subsequent help text (and the link mentioned in the help text) whether she is eligible to submit PSW application. Has anyone been in the similar situation?
