does master degree require for old PBS applicants?

Dear Friends,

Can any one pls tell me the possible impacts for PBS general migrants who are already in UK by having Bach. degree and their visa is likely to expire in next 2 years time?

Since new rule says they should be having Masters degree and 20k pounds? is it mand for exiting applicants 2?
