Application without an English test

I have a more than 10 years experience in an English country, both in study and profession working.
Can anybody tell me if it is possible to apply immigration to Cannada without an IELTS test or I have to do it?

At a CHC presentation last week an immigration officer said that if you were not born and have not lived most of your life in an English-speaking country you should take the test.
