Non EU Getting Merried with EU Citizen outside EU Country

Pls somebody can help me out.Actualy one of my friend(Pakistani) is getting married to his girlfriend(Eastinian)EU national in Belarus.My friend is on student visa in Belarus.?Belarus is the country just beside Poland but not in EU.They want to move to Ireland after merrage.She(EU) is working in Irelnad from last 2 months.As she is EU Citizen so she has no problrm to work in Ireland but my Friend is Pakistani.How his wife can sponser him to Ireland.Is there anyway for her to Sponser her Hunbant to Ireland even though he(non EU) have never be in Ireland before.If she can sponsor him what documents she need to sponsor him and how they can prosess documents.Pls help me if anybody know anything about all that senireo.I post same query before but nobody reply me.So pls reply if antbody know anything about that.Thnanks....

aap k friend ki jab shaadi hogy na estonian girl say jahan kahin bhi shadi ho koi masla nai aager eu country ho ya non eu koi farq nai parta
tou according to new rule
jab un dono ki shadi hou tou eu wife apnay non eu husband ko leker travel kersakty haai without visa .,, airport per sirf Marraiger Certificate show kerwa ker , ye new rule hai tou apkay friend ko koi visa nai lena parega ..tahan a ker ireland mai wo sedha GNIB jayega aur usko 6 months ka counter pe visa laga deyingay and usko 6 months ka time deingay
kay uski wife aur wo dono application daal dein 5 years residence card k liye ..so simple ....

And han yaad aya apkay friend ki jab kabhi shadi hou usko kehna that apnay marraige certificate ko english mai zaror translate kerwaye bec har country ki apni language hoty hai ,. because jab wo yahan ayega yaha english mai mangain ireland mai ..take cr bro

and ager uss ki biwi ireland mai job kerty hai tou wo shadi k baad apnay sath isko le asakty hai ireland apkay friend ko visa ki zarorat nai hogy
bas us ki wife uskay sath ho jab wo ireland a raha ho airport per uski wife maraige certificate dekhaye gy airpot per thats it... mai apko Link bhejta hun waha per apko sari information miljaye gy tasali k liye aap per lena ye jou naya rule hai
