Can I apply visa for my new born without passport?

Can I apply visa for my new born without passport?

Dear All

My baby is due in the mid of April, and I am going to apply my Tier1 extension at the end of May, i want to apply the visa for my baby as a dependant. However, it will take more than 1 month to get the passport for the baby. Is there any chance I can just send the baby's birth certificate, and HO can issue the VISA paper instead? :?

Please kindly advice. Thank you in advance.
