What does Aministration Review mean?

Hi

My wife's dependent HSMP visa got refused and she has filed for appeal. She has sent her documents along with AIT-2 form to British Deputy High Comission, visa department at chennai as mentioned in the refusal letter. While speaking with few of my freinds they used the word administration review.. Can any one tell me what does administration review mean Please?
