Visitor visa refusal after appeal,,,options available?

For a Work Permit Holder whose mother inlaw was refused family visitor's visa on the grounds that they are not sure how she is being supported back in Africa and can not rule out the possibility that she may be fully dependent on her daughter (my frds wife in this case) who is currently residing in UK for support. The conclusion on the refusal letter was that they are not convinced that she will return to Africa after her visit.

Mother in-law is over 56yrs, unemployed, depends on a husband who has not records of savings to show as evidence of support and even the son also have not bank statement to prove as evidence. In most rural settings in Africa, most people resort to using to saving box.

How can my frd prove to the Entry clearance officer that her mother in-law will return to Africa after her visit to UK?


Please can anyone help.............
