Cant apply For PSW

I applied for Tier 1 PSW outside uk but got refused due to the problem with the bank statment on march 2009. i am pg certificate holder.but now pg certificate is not eligible to apply PSW. What is the solution for this case.. is there any transitional arrangements for the candidates who is refused the visa before the new rule started. could you please help me with this case..

No you will fall under the new rules. The only solution is if you could do the Dissertation and get a Full Masters and then apply. Sorry but the new rules will stand
