Question on Summons!

Hi All,

I have a quick question, I was issued a summon from the Council for not paying the council tax this was due to delayed payments then I immediately payed the tax and they have cancelled the summons and sent me in writing.

I am due for Tier-1 extension soon, do we require to enter this information in the application form? is this considered as criminal offence?
