confused situation

I applied for HSMP in July. On August 16 I called them to ask about the status of my application and I was told that they are still checking my work experience and that a decision would be taken in few days. I called them today again and they said that my application was refused and all the documents were sent back on August 13!!! They didn't give me any points for my work experience, although I expected at least 35 points for that.
I am confused, if they sent the decision letter on August 13, how is it possible that on Agust 16 they said that they are still checking my application?

It's possible because their info isn't up to date. Sorry to hear about your refusal. Just wait for your decision letter, usually they state what they weren't satisfied with and hopefully your appeal will be straightforward.

I wrote to the HSMP team today asking if my caseworker returend from her leave, so that I can clarify what is going on in my case. Here is what they answered:

Dear Applicant

Your documents have not been posted out yet as the caseworker is still
processing the case.
