Does this mean I can e.g. submit a HSMP application two weeks before my leave to remain runs out, and then submit a FLR (IED) application a week later, and my leave to remain is extended until the FLR (IED) application is considered, i.e. after the HSMP application is decided?

Yes, you can also lodge both HSMP and FLR(IED) applications simultaneously although the FLR(IED) application will only be considered after the HSMP application.

As long as you submit the FLR(IED) application before your current LTR expires, that leave will continue until the FLR(IED) application has been considered.
