Can Dependent Apply for in-Country Tier1 visa

Hi All

Can anyone help me , to know , can a dependent of Tier1 visa holder apply for In-country Tier1 visa freshly??Or he/she shud apply in the home country... :roll:

dependents are required to file a fresh application from the home country...

unfortunately dependent to T1 switching is not allowed incountry.
