is it possible to get extention of tourist visa

I am EU citizen married with my husband since 2004, and we are at this stage waiting for him to receive ILR, his mother and brother came here to visit us with a tourist visa. My husband got assaulted and was a victim of crime, the 3 men trying to steal his bike broke his right ankle and he got surgery 14 June 2009. His brother and mother came to visit us about 3 months later, got their visa. They came 21st of June 2009. The question is can they extend their tourist visa without having to pay lot of money like 400-665 pound for filling in the FFR (O) form?? Is their any other way taking the medical condition of my husband in consideration.

If they came in June they will be able to stay till December. Adequate time I would have thought to be here while he recovers.

No they will not be here til December as their visa is going to expire the 15 of september 2009. They recieved their visa but was only able to come to uk 3 months later. I will also like to ask if it's possible for my brother inlaw to change his visitor visa into student visa without going back to Iran taking in consideration the social enviroment that is life treatening and dangerous.
