How could i get ILR for parents?

How could i get ILR for parents?

Hi
I would like to apply for ILR for my mum who is widow and 72 years. I am British citizen, work but get working tax credit (About £10 per week).Dose it affect my application? How much should be my income to be her sponsor. My mum never been to uk. Is she needed to be in uk to this? Could you kindly explain to me from beginning what I have to do and what is condition to do it.
I looked at UK border agency web sit but there is not proper explanation.
