HSMP Dependent Visa - Location Issue

Hello Everyone

I am currently working in the UK under HSMP and getting married in Sep 2009. I will be applying for my wife's dependent visa then. My residential address in India is in Mumbai. My wife is from Mysore. We will be registering the marriage in Mumbai..
In this regard, could someone please advise whether or not I can apply for my wife's dependent visa in Mumbai.
I wrote to UKBA and VFS asking this question. UKBA responded saying I can apply in Mumbai. VFS responded saying I might have to apply in the Southern region. I think VFS may not have read the email carefully as they say she will need to submit a Tenancy agreement or 6 months bank statements if she wants to apply in Mumbai. Logically, I think her residential address would change to mine when we get married. In that case why would need any of the above documents.
Also, in such cases i.e. HSMP dependent (wife) visa, what address do you state on the application form - the wife's residential address or the husband's.

I would be grateful if someone could throw some light on this issue.
