If in the UK, then apply for NTL (optional, as ILR status is unaffected by lost of passport).

Else (not in the UK), see also What do I do if my passport and visa are lost or stolen? May also apply for a returning resident entry clearance.

thanks for your reply .
what supporting documents do i need to enclose. now i am unemployed and i can not show that he is financilay depandant on me .
i get child tax credit,housing,council and working tax credit now. at the time i applied for them i was working full time. ( it is just question i want to know ) will BHC refuse them ?

If he hasn't travelled to the UK, then you should check with the British Embassy or High Commission.
