Can you apply for HSMP and the EC afterward from another country other than from UK and your own country ? Thanks.

You can send in your HSMP application from anywhere in the world. Your EC has to be from the country in which you currently reside.

Just want to make sure, so this also can be any country (does not have to be your home country), right ?

I would change the emphasise here .... I think the application should be made in the country in which you are currently resident .... and that is not necessarily the country of nationality (or one of them).

But someone merely a temporary visitor in a country is not a resident there.

Simple example : A citizen of New Zealand has been legally living and working in Australia for the last two years. They should apply for any UK visa in Australia, not New Zealand.
