As a US Citizen you don't need a visa to enter Croatia as a visitor. That is, you can certainly enter the country and then having done so you could then try to find an employer ... a college? .... who might employ you as a ESL teacher.
Or you could always look on the internet to try to find an employer willing to apply for a Work Permit for you. It tends to be the case that Work Permits are applied for by the prspective employer, and not by the employee. Once the Work Permit is issued then the employee probably needs to get a visa so that they can enter the country to work.
(We spent part of our summer holiday this year in Dubrovnik .... wonderful place!)
