applying in damascus, syria

hi im new on here, has ayone recently applied for a settlement visa from damascus, my husband is going to make his application from there he is iraqi from kurdistan, as i understood it you had to apply from amman in jordan? have the rules changed recently? if anyone has any information or has recently applied from damascus i'd be very grateful to hear from them
