WHO IS NON EU?

is it non EU is the countries from europe that are not member of the eurupean union or any countries that are not member of EU Union?

Both!

To confuse you even more there is a difference between EU and EEA, EEA is the most appropriate to use I think, includes countries not in the EU such as Norway and Iceland.
