Chartered Accountants from India - English lang proficiency

I am a Chartered Accoutant from India. I wanted to check with you whether a letter from the Institute of Chartered Accountants of India is sufficient as to English proficiency. If yes, is there any format for the same? Any replies would be highly appreciated, especially my professional friends who have followed this approach for English proficiency.
