Tier 1 skilled worker

Hi
I am from Iran and about to apply for tier 1 skilled worker, I currently have a student dependent status. I know I need to leave UK and apply as a main applicant. My question is do I have to go to my home country and apply or can I go any other country for example Turkey and apply?
