advise needed

bonjour
i was refused tier 1 back in march'09 on the basis that i didn't earn enough to qualify for tier1-G visa, although I did but made a mistake and didn't supply 1 month back statement.
i wasn't given right of appeal or review as i already had 7 months visa and since it was in country application.
after 30th march 09 tier1 law changed and points were not awarded on Bachelor degree but i still reapplied including a cover letter stating my mistake and asking for reconsideration of my application but was refused on grounds of newer rules of not having master degree.
now i m on tier 2 and for past two time when I entered into the country i was stopped at the airport and was asked this question of why was i refused entry.
at the airport the immigration officer also advised that you must have got right of appeal or review at that time and that there was some sort of mistake made.
my question is what should I do now?

Be honest about it ... and everytime anyone at the immigration questions on the same subject ... tell them that you were refused because you did not meet the requirements.

Bottomline ... don't lie ... just state the facts.
