Strictly from an IT point of view, you may consider the UK, Ireland, Germany, Spain, NL, France and Switzerland. All these countries host the European headquarters for big IT firms such as IBM, Cisco, Hewlett Packard, Unisys and Microsoft.
Bear in mind, however, that IBM ad HP, for instance, have recently (last 6 months) laid off over 20,000 people in Europe between the 2 of them, and this is no good news for unemployed IT people. That's 20,000 looking for a job at the same time, driving salaries down.
Kayalami is right, it is certainly not a walk in the park. If I were you, I would be checking the internet and sending CVs for job offers well before you arrive, to test the market. Of course the fact of you being abroad makes it worse, but don't expect to come and find a job immediately, especially a well paid job.
Also, being a US citizen or perm resident does not in itself make it easier to be sponsored via a work permit. The rule is the same for everyone who does not have an EU passport. As many Brazilians have European ancestry, maybe you have an EU citizenship? Or are eligible to having one?
