Need help completing 15 January PBS dependant(s) form

It seems like my dependant(s) can skip section F of the new version of the dependant(s) form. They are applying at the same time as me (tier4) and I don't have an ICFN card. Yet I am worrying about skipping it because I think they want all students and their dependants to enroll their biometric.
I would be grateful if anybody could give me a clarification. I am very nervous about making a mistake.

F. Identity Card for Foreign Nationals
All dependants of Tier 2 (General), Tier 2 (Intra Company Transfer), Tier 2 (Minister of Religion), Tier 2 (Sportsperson) and Tier 4 (General) Student migrants where the main applicant has been issued with an ICFN go to F1.

Dependants of all other Migrants go to Section G. It is mandatory to complete section F if the person is a dependant of Tier 2 (General), Tier 2 (Intra Company Transfer), Tier 2 (Minister of Religion), Tier 2 (Sportsperson) or Tier 4 (General) Student migrant. If it is not complete, the application will be invalid and will be returned to the dependant.
