URGENT HELP REGADING REVIEW

Dear friends, its my earnest request to all of u to give me a better suggestion for the query as early as possible.

My cousin submitted his papers for tier 4 general student in 13th December 2009, he got his result in 4th February 2010. But he was refused for submitting provisional certificates of his Bachelor and Masters of Commerce Certificates issued by the National University. Here I like to mention that in visa latter his latest academic qualification was stated as:

B.COM FROM NATIONAL UNIVERSITY
M.COM FROM NATIONAL UNIVERSITY

He submitted his original mark-sheets and provisional certificates in support of his latest academic proof.

Now is very important to me to know that whether he can apply for the review of his refusal and if so what is the possibility to win the review?

Would anybody please help me ?

Provisional pass certificates aren't acceptable documentary evidence. So admin. review will not help as valid evidence(s) were not submitted at the time of Tier 4 migrant application.

Ask your cousin to read the Tier 4 policy guidance carefully before attempting to apply again.

Does the policy guidance state that mark-sheets are acceptable, valid evidence??? Please read the policy guidance carefully to understand which documentary evidence(s) are accepted, the format they are accepted in and the inofrmation that they must contain.

Sorry to irritate u but as I have not clear idea about the tier 4 policy guidance n review so I'm asking for the mark-sheets for the purpose.

learning from ur wise suggestion it seems that he has no opportunity to apply for the review.

But my last question is considering the mark-sheet has he the minimum chance to apply or the review? Plz dont mind as I told u that it is my last question in this regard.
