WHV to HSMP

I've searched the forums for the answer for this, but haven't found a definitive response.

My brother is currently on a Working Holiday visa. He would probably qualify for HSMP. Is it still possible to switch in-country? I know you cannot switch to WP in-country unless it is to a shortage list profession, is it the same story for HSMP?

WHV are allowed to switch to HSMP in country. Have a look at the link provided, its from the Home office website.
