Marriage visa enquiry

My enquiry is about marriage visa and sorry about the long background, but i dont want to leave out any details so i get a good answer. But please read on it's an interesting one.
Im Eu national. I've been staying in the Uk for 8 years. Hungary joined the Eu in 2004. I worked ever since the day I came to the Uk appart from 1 year in 2005-06 when I . Then I met my ex who was moroccan natianal and we both worked same work place. I fell pregnant but shortly after domestic violance started in the relationship. Later I found out he was actually married but his so called wife cancelled his marriage visa probably for domestic violance reasons! (now he is staying illegaly here though on 3 occasions i reported him to home office) When i had my baby I was on maternity leave from work, but beacause the violance continued the police advised me to move and litteraly leave everything behind and because of this i had to quit my job! This was little bit less then a year ago. (From june to january I received Jsa)
Then in the summer I met somebody accidently really and he was here on a tourist visa from Egypt. He was here visiting friends but we started dating. Then in november he decided to go back to egypt (2 months before his tourist visa expired) and we obviously kept in touch and he was planning his come back. so he was away from me for 3 months but during that time we spoke every single day on the phone and felt very strong about each other. And he applied for an other tourist visa and Thank God he got it. Now he has been back since february. (Just to add his family owns a business in Egypt so this is really not the case of him trying to gain acces to the Uk through marriage like my ex!) We want to get married but we cant right now as he is on a tourist visa.
MY problem is that I am a single mum which I didnt choose , I was forced in this situation by my ex and I have been claiming benefits as my daughter's and my existance depended on this. It would be easy to ask why I havent gone back to my country. I came here as 19 years old so i feel like I grew up here and feel at home here and besides , both my parents died so there isn't much support available from my family.
Now i met this special person and we are very serious and mainly he accepts my daughter!
We want to get married but there are few concerns here.
1 is that we need to get permission for marriage and not sure how is done
2, I have been claiming benefits due to the situation with my ex.
3, we can't live together till we married for religious reasons. hence we cant prove that we have lived together!
so what do we need to do to get things sorted fairly quickly and easily!
4, I am working now but only part-time as my daughter is too small.

So how do we go about getting permission for marriage and then for his husband visa?

1. CoA for both of you.

2. No finanical test for EEA applications

3. Doesn't matter if marrying

4. See 2 above.

Only issue I can forsee is did you register under the WRS when u entered the UK?

And do you think after we have the CoA , is it fairly easy to apply for the husband visa? Or does that mean he would have his visa or we need to apply for that seperatly?
And how long does it take to process normally the CoA?

By the way he already has 2 job offers once he is cleared on the visa! these are full time positions!

These days more than 4-7 months , and both of you have to send your passport to home office.

So, I think only for him.

If he's only here on a visit visa, is he going to have time to wait for a CoA?

He could return to Egypt and apply for a fiancé visa:
