switching to a different sponsor

Hi all,

I came to UK June 2009 as Tier 4 student for PhD study. On January 2010 I decided to move another University because I was not very happy with the research and environment in the old University.
Since my visa before October 2009, I did all procedures as stated in website below.
My problem is the new university do not allow me register as a Phd student until I get the permisson from UKBA even stated in website I can can begin my new course without waiting for UKBA permission. Unfortunetely, it almost 3 months I have no obtained the permission.
This case have wasted my time for waiting and disturbing my research activities as well. Could someone please advice the right way I suppose to do.
