medical inadmissibility

A friend of mine who is a technician intends to migrate to Canada with his family.His worry is that he has a 15 year old son who is deaf and dumb and not going to a regular school to study.He can walk properly and follows lip reading and hand signals and also undergoing speech therapy.Otherwise the child is absolutely normal.

Can anyone advise whether the child will clear medical examination or not.
