Tier 1 General Extension with traffic offences

Expert opinion requested regarding the traffic offences. I had to face vehicle siezure due to invalid traffic license. Should I mention this in my application or not. If I do mention it will affect my appliction or not.

You should mention this on the form especially if you have gone to the court in UK as UKBA has access to criminal DB.

This wont impact your application if you declare.

Yes, you should mention all traffic offenses in all countries, esp offenses made in the UK and the US. UKBA may certainly have access to those records. But do not worry they will not affect your visa results. I got my tier 1 with an accident and a traffic ticket.
