Tier 1( PSW) using fixed deposits

Hi
I am applying for my Tier 1 post study work visa using fixed deposits from an Indian bank account.
I have applied using the same accounts before but it was rejected by the ECO on the grounds that my letter from the bank did not contain a statement claiming the fixed deposits were available to the account holder when required and were equivalent to cash.

I have revised this letter and the amount has been in the bank for over a year and is over 2800 pounds.
The new letter states that the account holder using the fixed deposit accounts has access to these funds whenever they please and is equivalent to cash.

I was hoping to get advice on whether this letter with the accounts and original bank fixed deposit receipts is sufficient as maintenance funds. As all my other documents have no problem.
