Tier 4 appointment mumbai

Guyz im frm delhi my course is not a foundation degree and according to the rule i cant apply from northern india so i requested tier 4 appointment from mumbai on 25th mar 2010 and till date i haven't receive appointment anybody from northern indian who had applied for tier 4 visa in other vfs apart from northern regions?
