Sponsoring Father to come to stay in UK

Hi,

I have PR in UK and currently working full time. My dad is in china alone and my sis is in ireland with irish visa.
Dad is 63 years old and he has visited ireland few times on visitng visa.

Is there anyway he can come to uk or ireland ad stay permanently as his health is not in good condition ad nobody to look after him.

Appreciate a lot if you can kindly guide me on this matter.
