urgent help clashes with the college

hello members.
my extention is due in mid may. trying to get cas latter from college. problem is that i am doing a masters course. for which there is no requirment of HO to show english proficiency test. but my college is demanding me to book a bullat test for 100£ in their test center by which i think collage have some commission 35% and they demand these tests from every one.
i also mentioned them about the request form of the college which we have to fill. there is a check list part in which engilish proficiency certificate is mentioned if some one is doing a english course.
after all these discussions with the college i requested them to give me in ritten form that you have rejected my cas latter request due to not providing english proficiency certificate. but its looks that they r not intrested to give me in writting.
plz give me some guide line to handle with them

Nothing you can do with that ,english test requirement was always upto colleges, if your college says that you need it means you have to take it otherwise they have a right to refuse your CAS. If you have time to take it before the expiry of your visa do it, otherwise atleast book it in order to satisfy your college that you are going to take it .

THEY ARE NOT BOUND TO GIVE IT TO YOU IN WRITTEN.
CAN YOU PLEASE CLARIFY THE SITUATION ARE YOU APPLYING FOR MASTERS COURSE OR YOU ARE ALREADY ENROLLED AND STUDYING ?
WHAT COLLEGE IS IT?
ONE MORE THING MAY BE IT'S A REQUIREMENT OF AWARDING BODY AND THEY WOULD NOT BE ABLE TO REGISTER YOU WITH THEM WITHOUT ENGLISH PROFICIENCY TEST.
